National debt soars to highest level since WWII via USA Today

The federal debt will represent 62% of the nation’s economy by the end of this year, the highest percentage since just after World War II, according to a long-term budget outlook released today by the non-partisan Congressional Budget Office.

Republicans, who have been talking a lot about the debt in recent months, pounced on the report. “The driver of this debt is spending,” said New Hampshire Sen. Judd Gregg, the top Republican on the Senate Budget Committee. “Our existing debt will be worsened by the president’s new health care entitlement programs…as well as an explosion in existing health care and retirement entitlement spending as the Baby Boomers retire.”

At the end of 2008, the debt equaled about 40 % of the nation’s annual economic output, according to the CBO.

The report comes as the National Commission on Fiscal Responsibility and Reform meets today. The group, created by President Obama, is expected to issue recommendations in December to curb the debt – a point Democrats raised today.

The CBO report “reinforces the importance of the work being done right now by the president’s fiscal commission,” said Sen. Kent Conrad, D-N.D., who chairs the Senate Budget Committee. “We simply cannot allow the federal debt to explode as envisioned under CBO’s projections. The economic security of the country and the quality of life for our children and grandchildren are at stake.”

Capitol Alert: No state budget in sight on eve of new fiscal year

It may not feel like it, but today marks the end of another year.

A fiscal year, that is. For the 19th time in the last 25 years, California will enter the 2010-11 year tomorrow with no budget.

Despite not having a spending plan in place, courts have determined that the state can still maintain various functions. Those include paying off debt, providing about two-thirds of K-12 school funding and sending out SSI/SSP grants to low-income disabled and elderly people.

California, however, will withhold payments to community colleges, local governments and state vendors tomorrow, according to Controller John Chiang. The state also will withhold salary and per diem for lawmakers and their aides.

Chiang and Gov. Arnold Schwarzenegger are battling over whether to issue minimum-wage checks to state workers and withhold their remaining salary, starting in July, as long as there is no budget. Chiang has said it is infeasible to do so, while Schwarzenegger has suggested he will request minimum-wage pay without a budget. Colleague Jon Ortiz outlined the potential scenarios here. A state appellate court is expected to rule on the matter any day.

The Republican governor will meet tonight in a Sacramento closed-door session with Senate President Pro Tem Darrell Steinberg, D-Sacramento, and Assembly Speaker John A. Pérez, D-Los Angeles, to discuss where things stand.

Woot On Being Acquired By Amazon: Woot! via @techcrunch

Woot has been acquired by Amazon, as they briefly note on their blog today with a big “woot!” Well, okay, their exact words were “Holy crap!”

This is a great deal for daily online bargin service as, similar to Zappos and Audible, they’ll continue to be run autonomously under the Amazon banner. The company will remain in Texas. Terms of the deal have not been disclosed.

Woot shot to popularity with their “one deal per day” idea. Similar timed deal ideas have since become very popular for sites like Gilt (for fashion) and Groupon (for food and activities). The company also has always had an interesting sense of humor and has not shied away from having deals on things as diverse as handguns.

Holy crap! Woot has signed an agreement with Amazon – yes, the Amazon – to become an independent subsidiary of the ecommerce colossus. Woot HQ will remain in Carrollton, Texas, and will operate as autonomously as other Amazon companies like Zappos and Audible. More details forthcoming after we pick our eyeballs up off of the floor. Anybody see where Lefty rolled off to?

Avenge the fallen with The Wraith movie car

Let’s take a stroll back through time to an era when droves of people, young and old, would willingly pay to watch bad actors and improbable cars join forces to fight evil on the silver screen. No, we’re not talking about 2007, nor Michael Bay’s Transformers. We’re interested in something altogether more pure – 1986′s The Wraith. If you’ve never seen the film, you’re missing out on a piece of cinematic car history that uses plot only as a vessel for plot holes. But never mind that. The star of the show is none other than the 1984 Dodge M4S Concept. Charlie Sheen is there, too.

Using its mid-ship, twin-turbo 2.2-liter Cosworth four-cylinder engine, the newly christened Wraith is no longer a prisoner of the show circuit. Using state of the art special effects, the car spends the length of the film running down gang members and restoring order to society.

And now it’s for sale. After being found in pieces, some loving soul has taken the time to restore The Wraith to its former glory, and it’s now available for sale in Kansas. According to the site, the seller is open to entertaining offers. Take our advice: don’t low ball the guy. The Wraith just might come for your immortal soul.

First Ride: We check out the 2011 Lexus CT 200h in Europe via @autoblog

Toyota is no stranger to being first – Japanese luxury vehicles and hybrids chief among them. AlthoughAcura may have launched earlier, Lexus remains the only Japanese luxury marque to market in Japan. And having launched in Europe shortly after America, Lexus was also the first to challenge the European heavyweights on their home turf, and with its LS and LFA, it remains the only non-European marque to compete at the top level.

Credit Toyota, as well, for popularizing hybrid technology, as it launched the Prius domestically as the first mass-produced gas-electric, whereupon it has dominated the market with successive generations. But where the Japanese auto giant has really stood apart is in the combination of both luxury and hybrid technology.

Recognizing the technology’s popularity with upscale buyers, Lexus has carved out a niche in producing luxury hybrids. In fact, its lineup in many European markets is comprised exclusively of hybrids. The HS 250h launched late last year as the world’s first dedicated luxury hybrid model and now Lexus is branching out again by electrifying territory previously uncharted by Japanese automakers: the premium hatchback segment. We flew out to Toyota’s European headquarters to see how development of the new CT 200h has been coming along. Follow the jump to see what we found.

Brussels may serve as the capital for Belgium, NATO and the European Union, but on the city’s outskirts in Zaventem sits the headquarters of another global powerhouse: Toyota Motor Europe. The 26,000-square-meter facility coordinates research and development, purchasing and production engineering for Toyota’s European operations. Having acquired the former Mercedes-Benz facility next-door, TME Zevantem is undergoing a nearly $100 million dollar expansion to incorporate a dedicated test track. The extension will add 250 to the 750-strong workforce, and allow TME to test prototypes and benchmark the competition on site, reducing the necessity to rent track time from facilities in Spain or Ford’s compound upstate in Lommel – or fly out to Toyota’s own tracks in Japan.

TME Zaventem also served as the location for our preview of the upcoming Lexus CT 200h. Initially unveiled as the LF-Ch concept last year at the Frankfurt Motor Show, the CT 200h debuted in pre-production form inGeneva a few months ago and is now in the “European Conformity” phase, meaning that it’s nearing completion and is presently undergoing final refinements and certification. Initial impressions from the show floor assessed the CT’s styling as rather similar to the Toyota Auris, but as you can see from the photos from Zaventem, the Lexus looks both sportier and classier than its budget counterpart.

The CT will be a vital product for Lexus, especially in the European market where the “Premium C” segment accounts for a large share of the luxury market. Japan has, until now, left the segment to their European rivals, but can afford to overlook it no longer. When the CT hits the market later this year, it will take on the likes of the Audi A3BMW 1 SeriesVolvo C30Alfa Giulietta and, notably, rumored upcoming entries from Acura and Infiniti.

Premium hatchbacks are also beginning to catch on in North America, where customers are awakening to the notion that luxury needn’t equate with size, and where rising fuel prices and environmental conscience boost hybrids’ popularity. Geography aside, the CT will give Lexus a gateway product to entice younger buyers and retain existing customers looking for something smaller.

What will set the CT apart from its rivals, of course, is its gasoline-electric drivetrain. Lexus Hybrid Drive couples an electric motor to a 1.8-liter four-cylinder driving through a single variable gear to the front wheels. Official output figures haven’t been released, but expect about 140 horsepower. As we discovered in the briefing and during a ride in the capable hands of Toyota’s European and Japanese engineers, Lexus has placed considerable emphasis on both refinement and vehicle dynamics to add sportiness to the luxury hybrid equation.

Emblematic of this sporty emphasis is the incorporation of the Performance Damper. Linking the MacPherson strut suspension towers up front, and the trailing-arm double wishbones around back, the Performance Dampers reduce vibration and muffle noise, crucially allowing Toyota to strengthen chassis rigidity without sacrificing the superior NVH refinement expected of a Lexus. The dampers were developed by Yamaha, and though applied previously on some limited-production JDM sports models, they are integrated into the CT’s design as an unprecedented mass-market export. The CT also stands as the lightest model Lexus has ever produced, the sportiest model this side of the LFA and IS-F, and with a drag coefficient of 0.28, the most aerodynamically efficient in its class.

The vehicle dynamics are further enhanced by the low seating position, aggressive bolsters and the thick rim on the upright steering wheel. The party trick, though, is the knob on the center console that controls both the hybrid drive mode and performance dynamics, changing the throttle mapping, level of electric boost, stability management and traction control when turned from Normal or Eco mode to Sport, which simultaneously switches the dashboard illumination from blue to red and the electric charge meter to a tachometer. And of course, the CT incorporates all the latest advancements in safety technology, from the energy-absorbing body and pedestrian-protection hood to the pre-crash system and eight airbags, all of which has already helped the CT achieve top safety ratings in Europe, Japan and the United States.

Riding along suburban roads near the TME facility, the CT 200h – even in prototype guise – is suitably Lexus-like in its build quality and refinement, yet surprisingly aggressive in its handling. The ride feels well balanced in its damping between comfort and sportiness, and given the instant torque delivery inherent in the electric boost, it never seemed to lack for punch… from the passenger seat, at least. We’ll reserve final judgment until we can get behind the wheel of a completed production model ourselves, but for the moment, one message rings loud and clear: This is not your mother’s Prius.

Spy Photos: 2012 Jeep Grand Cherokee SRT-8 via @inside line

It’s badged as a 4×4 Limited model, but there’s little doubt that this is a prototype for the next-generation Jeep Grand Cherokee SRT-8. Note for instance the enormous front fascia that hangs low just like the original Grand Cherokee SRT8′s did. Note further the pooched-out fenders, big black wheels, massive tires and conspicuously lowered ride height. 

Around back, you’ll see there’s no central-exit dual-exhaust, but as with the badging and extraneous chrome trim, that’s easily changed on a production version. Nothing’s a done deal in the current era of Fiat-Chrysler, but assuming Sergio Marchionne likes what he sees, we’d guess this will be a 2012 model.

The most likely engine for the 2012 Jeep Grand Cherokee SRT-8 is the 6.4-liter Hemi V8 in development for Chrysler’s next generation of high-performance (SRT-8) models. The folks at Allpar, who have their ears to the ground for all things Mopar, predict that this engine will make about 480 horsepower and 460 pound-feet of torque in the Challenger SRT-8, so look for similar numbers in the Jeep. This would be a pretty significant increase over the original SRT8 Jeep (420 hp, 420 lb-ft). And with the 6.4-liter matched to the ZF-designed 8-speed automatic transmission in the works for all Grand Cherokees, this should be a very quick SUV.

Renault debuted its all new Wind coupe-convertible at the Geneva Motor Show in March, and now that summer is here, it’s time for it to hit the streets. At just over 12.5 feet long, the Wind’s closest competitor is likely to be the upcoming Mini Roadster and Coupe. Like so many other European automakers, Renault has gone with a hardtop, but not the type of complex, folding multi-piece unit found on so many others. Similar to the late Ferrari 575 SuperAmerica, the roof panel simply rotates back 180 degrees and stows flat under the rear deck. 

The relatively simple top design allows the Wind to retain 9.5 cubic feet of trunk space, even with the top down. The only real downside is the huge sail panels that mean over-the-shoulder visibility looks to be all but non-existent. 

The front wheels are spun by a choice of inline-four cylinder engines. The TCe 100 is a 1.15-liter turbocharged unit that delivers 100 horsepower and 112 pound-feet of torque while the 1.6-liter normally aspirated mill cranks out 133 hp and 118 lb-ft. The two powerplants (if that isn’t too strong a word in this case) deliver 37.3 and 33.6 miles per gallon (U.S.) respectively. With a mass under 2,500 pounds this could be a fun little machine regardless of the output.

The limited edition of five lightcycles—each made to movie spec, but with actual working parts—comes from the same outfit that brought you the $100,000 Batpod. These babies will put a hurt on your savings, too, but at $35,000 they’re almost tempting enough to consider. Especially since they’re a limited edition:

The Parker Brothers team is building 5 custom one off “Lightcycles” to the exact specs of the movie bikes. Each bike will be black with an accent color – 5 bikes with 5 different accent colors (red, blue, yellow, green, and orange). There will only be one bike made per color so if you must have a certain color, you better call now… Now, about the bikes themselves, the wheels are custom made 22″ x12″ dual hubless wheels with custom made tires (Hoosier is custom making 5 sets just for us specifically for this project). (Buyers will have the option of additional tires as needed) The frame is 2″ cold rolled and boxed hardened steel with carbon fiber/fiberglass bodies. Capitol Alert: Despite budget deadlock, lawmakers eye monthlong recess via @sacbee.

With no budget agreement in sight, California is set to begin a new fiscal year Thursday with a looming $19.1 billion deficit — and with lawmakers set to leave Sacramento the following day for a monthlong summer recess.

Assembly Speaker John A. Pérez and Senate President Pro Tem Darrell Steinberg said Monday that they expect lawmakers to continue working during the recess – but not necessarily in Sacramento.

“Until we have a budget, I expect members to work — the question is where,” Steinberg said.

Steinberg said that budget negotiations are best served by having a “finite number of members who are (in Sacramento) and directly engaged,” while colleagues are free “to be in their districts, talking to their constituents about what’s at stake.”

July typically is a slow time in the Capitol, except for budget negotiations, because of a lull between the deadline for legislative policy committees to decide which bills to send to the floor and the date that a roll-call vote decides their fate.

Steinberg noted that lawmakers would earn per diem of $142 per day, throughout the budget impasse, if they were required to stay in Sacramento during the recess from July 2 to Aug. 2.

“It’s a little bit of a Catch 22,” the Sacramento Democrat said.

Pérez said he, too, plans to allow legislators to work in their districts during the recess, provided they can return to the Capitol on short notice if a budget deal is struck.

“My inclination is not to take a recess, but to allow people to return and work in their districts, on call to the speaker, and bring them back as we have pieces of the budget solution for them to work on,” Pérez said.

“I see no value in keeping them waiting here while that work is being done,” he said.

Failure to pass a budget by the start of a new fiscal year, July 1, does not force legislators or their aides to forfeit pay. Pay checks would be withheld, however, until a budget deal is struck.

Report: Spen King, father of the Range Rover, dead at age 85

Charles Spencer King meets with Prince Charles at Land Rover’s 60th anniversary.

We’ve got sad news for the auto world – Autocar reports that Charles Spencer King, the father of the modern Land Rover, has passed away. The 85 year-old King died as a result of injuries he sustained during a traffic collision between his bicycle and a van almost two weeks ago. The man is most known for heading up the team that brought the iconic 1970 Land Rover to life, sparking a movement that would have the world clamoring for high-riding, comfortable off-road cable vehicles that continues on today.

King was so instrumental in Land Rover’s development that the company honored him with a special edition model in 1990 called the Range Rover CSK, limited to 200 individually-numbered units. But over his career, King also spent plenty of time working on a number of other interesting projects, including the Rover JET1 prototype and the wildly successful (if not reliable) Triumph TR6.

Our sincere condolences to his family and friends.
